TUCSON, Arizona (KOLD News 13) – At least three people were killed and several others were seriously injured in a shooting and house fire in Tucson on Sunday, July 18.
Below is a breakdown of everyone involved in the incident.
The suspect: Leslie Stephen Scarlett

Authorities identified the suspect as Leslie Stephen Scarlett, a 35-year-old Tucson man with a criminal history.
Tucson police said Scarlett, who died on July 22, set fire to a house near South Campbell Avenue and East Irene Vista.
Scarlett then allegedly shot two paramedics at the Quincie Douglas Center in Silverlake Park before returning home.
There Scarlett is said to have shot a firefighter and two neighbors who were just trying to fight the fire.
Scarlett was later stopped by a TPD officer during a gunfight. A body was recovered from the house and identified as Jennifer Fells, who was in a relationship with Scarlett.
According to court records, Scarlett has had multiple clashes with law enforcement in Pima County.
In January 2006, Scarlett was charged with attempted armed robbery. He was sentenced to six years in prison in June 2007 and released in August 2013. While in prison, he was convicted of a number of disciplinary measures – promoting contraband in prison, disobeying orders, and possession / manufacture of drugs.
In December 2016, Scarlett was found guilty of misconduct. The court dismissed charges of assault after reaching a settlement in September 2017.
On January 8, 2021, a fire broke out in a house across from the house that burned on Sunday. Three people were injured – Scarlett, his mother, Ruth Monica Scarlett Webb, and Richard Harwell.
Web died the next day while Harwell died on February 26th. Scarlett posted the following about his mother.
“My mother was an immigrant to America, a woman who thought I could love, learn, and think outside the box,” he wrote on her obituary page. “Ruth Webb (was) a woman with determination – a discoverer of hers, a woman driven by God always had kind words.
According to a file review, Harwell was listed as the owner of the house that burned down in January. He is referred to as Scarlett’s “Pops” on a GoFundMe drive that was discontinued after the January incident.
The account may have been created by Fells, whose body was found in the burned house on July 18.
According to the Post, Scarlett ran into the house to save Webb and Harwell, and all three suffered burns and difficulty breathing.
The officer: Danny Leon
Scarlett tried to escape from the crime scene and house fire in a silver SUV.
As Scarlett approached the intersection of East 36th Street and South Campbell Avenue, he rammed a TPD vehicle driven by Officer Danny Leon.
After the crash, Scarlett got out of his vehicle and started shooting Leon.
Leon, an eight-year veteran of the TPD, returned fire, hit Scarlett on the head, and ended the threat.
In Leon’s bodycam video, which can be seen below, you can see the officer giving first aid to Scarlett after the shooting.
Sacrifice 1: Jennifer Fells
The body found in the house on Sunday was identified as Jennifer Fells, who was in a relationship with Scarlett. The TPD said 36-year-old Fells, who had three children, was shot dead.
The TPD initially reported the three children missing after the shooting, but said they were safely found with a relative.
Christina Runyan, Fells’ sister, started a GoFundMe for the family. More than $ 9,000 had been raised through July 22nd.
“On Sunday evening, our family and many others were forever changed by a senseless act of violence,” Runyan wrote. “Several innocent people and first responders were injured and / or lost their lives in this act of violence against the community.
“My sister Jennifer lost her life – and left her three children. We are incredibly grateful for the people who risked their lives to help her, and we thank God that her children were not with her during this traumatic event. “
EMT 1: Jacob “Jake” Dindiger
According to the AMR of Southern Arizona, Jacob Didinger succumbed to his injuries on Thursday, July 29th.
Jacob “Jake” Dindiger was in his ambulance at Silverlake Park for an unrelated doctor’s visit.
The TPD said Scarlett approached the vehicle and opened fire and hit 20-year-old Dindiger in the head.
A graduate of Canyon Del Oro High School in Tucson, Dindiger only began working as a paramedic four months ago.
Dindiger’s friend, Cade Hansen, set up a GoFundMe account for the family. More than $ 100,000 had been raised as of July 22nd.
The following was written about Dindiger.
“Jake is the beloved son of Corrine and James Didinger. He is a beloved brother, grandson, cousin and friend. Jake loves sports and is an outdoor enthusiast. He has a pure heart and a smile that never goes unnoticed as it illuminates every room he enters.
“Those who have had the privilege of meeting Jake know the selflessness and determination he carries with him every day. These qualities led Jake to devote his life to helping people as a paramedic with the goal of becoming a firefighter like his big brother Bryan. “
EMT 2: Cassandra Moreno
Cassandra Moreno is the second emergency room to be shot, according to Global Medical Response.
Moreno was hit in the arm and chest but is expected to survive.
Despite her injuries, Moreno was able to call 911 and describe Scarlett and his vehicle.
“Cassandra suffers from severe but fortunately not life-threatening wounds,” Global Medical Response said in a post. “Please keep praying hard for both of you and their families who have not left your side this week. They need our love and support. “
Diana Buljubasic, Moreno’s friend, has set up a GoFundMe account. By July 25, $ 1,900 had been raised.
According to Dindiger’s GoFundMe account, Moreno Dindiger was able to provide first aid and likely saved his life.
Tucson Fire Captain: Unnamed
A Tucson Fire Department captain was injured in the shooting.
The 17-year-old veteran was hit in the arm and discharged from hospital late Sunday evening.
KOLD asked to speak to him but the TFD said he was not ready to speak to the media.

Good Samaritan I: Cory Saunders
Cory Michael Saunders, 44, was one of two neighbors who tried to help the firefighters put out the fire that Scarlett had alleged.
Saunders was shot in the head after an argument with Scarlett and died on the scene, according to TPD. Saunders’ young son witnessed the shooting.
Melissa Snyder, Saunders friend, used social media to express her grief over the loss of Saunders.
“I miss you too much,” she wrote in a Facebook post. “I want to wake up from this living nightmare. How am I supposed to get through my days without your daily selfies? “
“You loved my girls like the father they deserved! You even loved her friends. You loved all of your children as you would say! I’m totally shocked and honestly can’t even get my head around it. Every day was perfect with you my love and I will miss you for the rest of my life! I love you more than anything! You died today as a HERO. “

Good Samaritan I: Unnamed
Another neighbor, who was not named, also tried to help the crews put out the fire.
He was grazed by a bullet, but otherwise remained unharmed.
KOLD News 13 reached out to the man, but he wasn’t ready to talk about the incident.
