According to the Arizona Department of Justice, Garcia has a violent history and was released from prison less than a week before the fatal shooting. Diaz and Garcia were wanted for the shooting and a number of other crimes.
It started around 2 a.m. on Sunday when Doe was shot dead in the multi-story parking garage at 345 East Congress Street.
According to several witnesses, Garcia and Diaz tried to rob several victims in the garage. After several attempts, the suspects hijacked a white Nissan pickup truck and rammed several vehicles as it drove to the exit.
Officials believe Doe was shot after he and several others confronted the suspects. There were no other injuries in the parking garage.
Several hours later, detectives discovered the stolen pickup near East Speedway and Fourth Avenue, and the driver refused to stop.
As the chase neared the 4000 block on East 22nd Street, several shots were fired from the truck at the officers. The officers did not return fire, but continued the persecution.
